Pam Ring, Executive Director, The Arc Lane County
Pamela Ring brings both professional expertise and personal insight to her role as Executive Director of The Arc Lane County. With more than 45 years of experience in the field of developmental disabilities—and as the mother of an adult son who is neurodivergent—Pam has a deep understanding of the challenges and joys families face.
At The Arc, Pam oversees strategic programming, organizational management, and financial operations, always with a focus on strengthening supports for families and creating opportunities for children and adults to thrive. During her tenure, she developed a model respite care program and launched residential services for adults and children transitioning from Oregon’s Fairview Training Center. She has also created a variety of programs aimed at enriching lives, supporting families, and fostering true community inclusion.
Pam’s leadership is guided by her belief that every child has unique gifts and that families deserve the resources and encouragement to dream big for the future. Her combined perspective as both a professional and a parent fuels her commitment to ensuring that families never have to navigate the journey alone.
Laura Dahill, Program Director, Families Connected|Familias en Conexión
Laura Dahill has been a dedicated advocate with Families Connected and Familias en Conexión for over ten years. As the proud parent of twin boys, one of whom experiences a disability, Laura brings both personal insight and professional expertise to her work, fueling her passion for supporting families on their unique journeys.
As a certified community health worker and traditional health worker, Laura helps families navigate complex care systems, connect with essential resources, and recognize their children’s individual strengths. She provides guidance, advocacy, and encouragement so families feel supported, empowered, and hopeful about the future.
Laura is also the author of Dreams Without Limits: Changing Perceptions About People with Disabilities and serves on several local and state committees, including the Eugene School District 4J Equity Committee, the Lane County System of Care, the Oregon Health Authority Disability Community, and the Oregon Developmental Disabilities Coalition.
Driven by both her personal and professional experiences, Laura is committed to building a more inclusive world where every child can thrive. In her free time, she enjoys DIY home improvement projects, gardening, and hiking.
Sina Gilbert, Program Manager, Families Connected
Sina was born and raised in Germany and moved to the United States, first settling in El Paso, Texas, before making the Springfield/Eugene area her home in 2014. She has been part of The Arc Lane County family since 2017, and most recently serving as the assistant program manager for the Stepping Out (Community Inclusion) program.
By far, her most important job is being the proud single mom to a spunky 10-year-old daughter. As a family, they have navigated challenges related to Avoidant/Restrictive Food Intake Disorder (ARFID) and oral dysphagia, which has given Sina firsthand experience with the joys, challenges, and advocacy that often come with raising a child with unique support needs. Her personal and professional experiences inspire her commitment to helping families find resources, build connections, and feel supported throughout their journey.
“I never want a parent or caregiver to feel alone while navigating services and supports for their child,” says Sina. “Every family deserves someone in their corner, and I am passionate about helping families feel empowered, informed, and connected to their community.
Outside of work, she enjoys camping, easy hikes, live music, and exploring Oregon with her daughter.
Liliana Arciga, Program Coordinator, Familias en Conexión
Liliana Arciga is a proud single mother of four, including a child on the autism spectrum who also lives with ADHD. Her personal journey as a parent of a neurodiverse child fuels her passion for supporting families navigating similar experiences.
At The Arc Familias en Conexión, Liliana works closely with Latinx parents, connecting them to critical resources and providing a safe, supportive space where families feel heard, understood, and empowered.
Recently, Liliana earned her translation certification through the State of Oregon, enabling her to assist Spanish-speaking families with medical and educational translations. She is pursuing her goal of becoming a certified Spanish interpreter, continuing her commitment to breaking language barriers and promoting more inclusive services.
Outside of work, Liliana enjoys cooking traditional Mexican meals for her children and cherishes time spent with family and friends—relationships that keep her grounded and inspired.
Shyloh West, Tribal Liaison, The Arc Families Connected
Shyloh West brings over six years of experience with The Arc Lane County, having served in grants management and human resources before joining Families Connected in 2024 as a tribal liaison. In this role, Shyloh supports Indigenous families raising children with intellectual and developmental disabilities, helping them access resources, navigate supports, and celebrate their child’s unique gifts and strengths. She encourages families to dream big and see beyond diagnoses to the possibilities ahead.
A proud mother of three grown children, Shyloh raised her family steeped in cultural traditions, traveling from powwow to powwow with their family drum, the Soaring Hawk Singers. She has shared her heritage through school presentations across Lane County—including the 4J, Bethel, and Springfield Native Programs—passing on traditional teachings and fostering understanding of Indigenous ways of life.
Shyloh remains deeply connected to her culture and is committed to building relationships that honor families, celebrate resilience, and strengthen community connections.
